With the carrying out of the new course reform, the development and exploitations of the P.E. course resources of the local place will be the realistic course problem, and will be gradually known, designed and implemented. As for the national minority regions, the development and exploitation of the P.E. course resources even have more importance. This research takes Tian Jiabing Middle School of Ningxia as the research object and clue, discusses the several developments of contents resources, facilities resources, human resource...etc. of the P.E. course, scientifically and availably investigate the path of P.E. course development and exploitation of Ningxia Hui Autonomous Region. It also exploits the possibility and processes of action research to P.E. education teachers in Ningxia, and analyzes the factors of affecting Ningxia P.E. course resources development and exploitation. This research mainly has an adoption of quality-research method, regards case study as principle, assisting it with document-analyzing, observation, interview and real-objects-collection method etc.The following conclusions are drawn through research:1. According to research of the related theories and concepts, the regional P.E. course resources should be defined as following: the local education supervisors take national course standard as the foundation, under the leading thought of" health is the first", according to the characteristics of the local society, economy, the cultural development and the special demand of the mind and body development of student, aiming for the local P.E. course development and management. It has the local features and differences (include the contents, manpower, and the facilities resources of the athletics course etc.)2. When developing and exploiting the local P.E. course resources at the northwestern minority region, encourage the P.E. education teacher carries on the course activity research, especially the cooperative research between the local teachers and teachers in the normal universities. That is suitable for the actual education in the region, and will effectively promote the development and exploitation of local P.E. course resources. 3. According to the theories and methods of the course resources, the potential, worthy and scientifically available P.E. course contents resources in Ningxia are arranged, analyzed and studied, combining the national rule to divide them into three resources: the discipline, activity and introduction.4. Put forward the methods of developing human resource of local P.E. courses and the P.E. facilities resources.For betterly promote the development and exploitation of the local athletics course resources of the northwestern minority region, and improve the consciousness and abilities of the physical education teachers, combining the process and results of this research, the following suggestions are put forward:1. Enhance the idea of" teacher are namely researcher", encourage the physical education teacher participates the research for the development and exploitation of athletics course resources.2. Increase the exterior support, take valid measures to encourage the collaborative research done by normal university researchers, and physical education teachers in the primary and middle school of minority regions, promote the reasonable and effective development and exploitation of athletics course resources in minority.3. Integrate teacher training and the research work of physical education teachers; strengthen the contents of the course activity research in the training, and to improve the physical education teachers' research ability.4. The national and local governments should give corresponding financial support.
