Since 1970s, in the area of the global education have gradually formed two research centers: the research on the educational policies and that on teacher education. This paper makes some micro, medium-scale and macro analyses by taking "A Study of Our Teacher Education Administration System's Development and Reform" as its title, the power distribution of teacher education administration as its thread, and the essential attribute of teacher education as its subordinate line.The position of teacher education and its administration should be fixed by analyzing the essential attribute of teacher education, and the teacher education administration system should be sorted out by taking the administrative power distribution as a base. On the basis of expounding the historical evolution of our teacher education administration system, the paper analyzes our teacher education administration system's characters, etc. Furthermore, provides the reform and development of our teacher education administration system with some valuable experiences to use for reference by analyzing the development and reform of foreign teacher education.In the macro respect, on the basis of analyzing the causes of government function changes and the current problems with the macro administration of teacher education, the paper advances the target of our country's macro administration of teacher education, and is to realize the reform in macro administration through multi-level administrative organizations, administrative heart lowering and varied administrations. In the medium-scale respect, on the basis of examining the necessity of the emergence of teacher education's intermediary organizations and their administrative function, the paper makes an analysis of the current problems with our country's medium-scale administration system of teacher education, and in view of these problems, is to carry out the reform in introducing intermediary thinking, building up favorable policy surroundings and establishing competitive mechanism. In the micro respect, the paper analyzes teacher schools' developing targets and surroundings as well as the problems with the micro administration, and then advises some measures to solve them.The key to the research lies in rationally distributing the powers at all levels, and scientifically applying such measures of our country's as macro regulation and control, resource market allocation, intermediary organizations' professional advice and supervision, etc. so as to perfect our teacher education administration system and promote the development of teacher education.
