As a main form of social participating in educational affairs management, an effective education-intermediary organization not only can be a buffer between the Government and the universities, but also can be a communicator among government, universities and societies. Hong Kong University Grants Committee, which follows the example of British University Grants Committee, makes progress according to local needs. UGC provides a further vision to higher education of Hong Kong, encouraging institutions to play their unique role, promoting institutions to extensive cooperation, in order to enhance international competitiveness of Hong Kong's higher education system. As well as it plays an important role in the funding advice and academic supervision. This paper would like to take a look over the foundation, development and influence of UGC, and provide a detailed analysis on how it works and why it works so effectively. On the basis of UGC-operation mode, it can offer education-intermediary organizations of China some experience and illumination.There are five parts included in the paper. As follows:Part I:Introduction, which briefly describes the paper's background and significant of the study, summarizes general situation of the field, identify the concept of education-intermediary organization and explains the study methods adopted in the paper. Part II:History of HKUGC, which is divided into three periods:original foundation, adjustment and reformation period, together with its structure and responsibility. Part III:Function of HKUGC, which refers to finance, quality assurance and strategic planning. Part IV:Analysis on how HKUGC works and how it expresses interest of parties involved, which is based on the theory of Corporatism. Part V:Influence and Enlightenment, which shows the important role HKUGC plays, and some suggestions for education-intermediary organizations in China.
