| Through reference to relevant literature, questionnaires, interviews with experts, together with the application of mathematical statistics and comparison, this thesis makes an investigation into the sports resources of universities and colleges in Hubei Province. The investigation shows there is much improvement in the sports personnel's age structure, education levels, and technical post make-up. Meanwhile, these universities and colleges are also faced with many problems, the major ones of which are the shortage of teachers (especially competent ones), disparity of their distribution. The investigation also reveals that the average sports maintaining fund of the universities or colleges is Y 449,700, Y 33.79 per student. Given the gradual decline of annual fiscal grants by both central and local governments, as well as the great difficulty in their profiting, the higher- education institutions in Hubei are experiencing greater financial pressure in maintenance and development of their sports causes. On the one hand, the quantity and quality of sports facilities in higher-education institutions in Hubei Province are improved; on the other hand, the outdoor and indoor sports area per student is 4.17M~2 and 0.27M~2 respectively, far below the standard released by MOE. Other problems that hinder sports causes' development are the disparity of sports facilities as well as the poor management level and low utility rate of such facilities.It can be read from the investigation to the present condition of PE in college that students are not content with PE for the confused courses and the fewer sports item which are caused by the lack of teacher resource and athletic ground, that the extra-curriculum sports can not encourage student to take part in because of the lack of athletic ground, guidance and proper sports item so the number of students and frequency to take part in sports doesn't reach the standard, that the proportion of dominant events of high-level athletic teams is decreasing because of the lack of fund and high level coaches. The shortage of sport resources in college leads to the in teaching effect, the students' attendance of sports and the realization of unsatisfactoriness talents' cultivating objects. The shortage of teacher resources, found and facilities in PE effects the every aspects of physical teaching. Colleges and universities in Hubei should realize the conflict between the shortage of investment in sport resources and the increasing needs of students to physical exercises and lay stress on exploring PE teacher resources and encouraging the improvement in quality and quantity of PE teacher resources. The colleges and universities should make it true that decide reasonably, increase investment and allot it properly, make it true that build more athletic ground, make perspective layout, improve the efficiency and management to use ground and provide public and practical service. Besides, the investment and the usage of the fund should be guaranteed by regulations and supervising. Educational administration departments should ensure the students' right to receive physical education and accelerate the efficient work of various sport resources in PE so that it can serve the students and public more and better and meet their needs, improve their living quality and enjoy more results of modern PE civilization.
