Pursuing equality is the people's thought since the ancient times. With society's continuous development, people not only long for equality, but also for the equality which is established above high efficiency. The relationship between equality and efficiency is a topic that has been disputed for a long time. It is difficult to solve their contradiction during the developing process of human society. In the field of the higher education, the limitation of the education resources results in the necessity of the contradiction between equality and efficiency. It's the common problem existing in developing process of every country's higher education. China, as a developing country, its problems are seemly tougher. From the philosophy perspective, the relationship between equality and efficiency is not contradictory but is of the dialectical unification. In the field of the higher education, the relationship between them two still is unity of opposites. Because the higher education is a kind Quasi- public product provided with both commonality and exclusion. With regard to equality and efficiency of the higher education, we cannot simply judge by "efficiency first, equity second"or"equity first, efficiency second". China's realistic circumstances show that we should consider it to the special details. The unification of them decides on their congruity. The congruity means we should regulate the related policy and perfect the system continuously when facing the limited resource. By this way, the balance point of equity and efficiency would be made to keep the unification but avoid an opposition. In view of china's realistic situations, we should draw lessons from the developed countries and promote the congruity of equality and efficiency, thus fulfill china's higher education to develop in harmony through the efforts of the market, the government and the university.
