According to the developing English curriculum in primary school provided by the Ministry of Education, our country, whatever urban primary schools and the primary schools in county will develop English curriculum from autumn 2,001. From September 2,002, all the primary schools will develop English curriculum, especially in rural area. The grade for developing English curriculum is Grade three.Researching on foreign language teaching especially English teaching becomes a very important program gradually nowadays. Actually we have got much progress in researching on English teaching in primary schools, but compare to some developed countries, the English teaching in our country develops slowly and the level on the whole is not high. It has a big gap comparing to the developed countries. In rural area, it is really difficult to develop English teaching. According to the situation of English skills for primary school students in rural area, the author wants to analyze the problems and the roots for the problems for English teaching in primary school in rural area, what is more, some good suggestions will be provided.The author finds some problems according to his research:1. nearly all the rural students' English skills are poor,2. different teaching methods resulting in different level of English skills,3. the Han people's English skills is much better than the Minority people's.The author finds that the quantity of teachers is very serious, because there is not enough English teachers, then some teachers who change their subject appear in rural area. These teachers' English level is not good enough, what's more, there is not enough teaching guidance, specialty support, teaching resources, resulting in several problems: the teaching quality is not high enough, students' English skills is not good enough, difficult acquirement the third foreign language for the Minority people. The author wants to find some good ways to improve the teaching quality and the students' English skills, helping the teachers and students to get progress.
