Chinese City Community Self-rule Of Transition Period

China is in process that planned economy system changes to market economy system, tradition agriculture community reforms to modernization industry community, pinch community transfers to developed community. Along with the advance of living standard and the increase of residents'substance &culture requirement, the almightiness government in the planned economy period is not only difficult to continue, but also reverse to"small government or big society". Under the influence of planned economy system, the resident committee , townsman self-rule organization ,does not exert its self-rule function, also, cities adopted the managing mode of units system which has not adapted to increasingly opening and complicated modern city society. The complication of modern city requests multiple main bodies to participate in management and governing system with divided functions and reasonable structure. The mobility of modern city asks that the governing system can reply to every challenge in time . Moreover, the whole needs that we change traditionally single administration manage system of power centralization in order to attracting more community members to participate in city management togetherly.Firstly, starting city community self-rule's basic theory, the article analyzed the law theory of city community self-rule, the relation of"four selves"and"four democracis"and the elements of city community self-rule .The elements of city community self-rule include object of self-rule, people of self-rule, foundation of self-rule, symbols of self-rule and process of self-rule.Secondly, the paper analyzed the history of city community self-rule, which mostly includes the period of founding and developing residents' committee, the period of whole paralysis of residents' committee, the period pf renew, regulation and development for residents' committee and the period of boosting residents' committee.Again, this article analyzed that city community self-rule plays an important rule during the course of establishing harmonious society and problems and reasons of Chinese city community self-rule in the conversion time. The problems include lack of law and system obstacle for community self-rule, lack of consciousness of community self-rule, weak self-rule function of community league and frail economic foundation for community self-rule .Finally, the paper systematically analyzed and compared developmental patterns of city community self-rule, Such as Shanghai pattern, Shenyang pattern, Qingdao pattern and Shenzhen pattern. Principles to choose patterns of city community self-rule mainly include the aim of community construction, the scale of community basic units and the scale of basic units reflects efficiency of management and mode of management. Thoughts and solutions of city community self-rule include the following aspects: to reinforce community party's construction provides firmly ideological and organizational guarantees for community self-rule, to transform functions of community and return power to residents, to make full use of residential committees , to widen channels of public opinion expression and innovate the community self-rule system., to construct self-ruling environment and cultivate people's self-ruling consciousness., to set up financial system of community self-governed committee and raise community constructing fund from multiple means.
