A Study On The Construction Of City Community Autonomy Organization's System

With the Socialist Market Economic System gradually perfecting, the community is playing more and more important role in the social management procession. In the advancement of building Well-off Society in an all-round way and constructing socialist harmonious society, enhancing community construction, together with deepening reform of community autonomous organization and promoting community autonomous becomes especially important.In this article, the author summarizes Changsha's great achievements in the construction of community autonomous organization by taking Changsha as an example. Investigations of three districts which Changsha governs(Yuelu District, Kaifu District and Furong District)shows that, Changsha's great achievements in community autonomous organization are as follows: First, it promoted community democracy by enforcing community inner mechanism and stimulating vigor. Second, it promoted community democracy by innovating a new government impelling mechanism. At the same time, some main problems are found, such as community inhabitant participation rate is low, the community organization is not well established, the community organization is administrative trend, and the community organization operation mechanism is not perfectly running. All the problems are caused by legal flaw, system barrier, shortage of community consciousness, chaotic understanding of community autonomous, and so on.In view of the problems, the author believes that, to build a perfect system and mechanism for our community autonomous organization, some correct construction principles must be insisted on: First, insisting on Human-Centered principle; Second, insisting on the leadership of CCP; Third, combining community resources effectively; Fourth, stressing resident's autonomy entity; Fifth, making community's autonomy's responsibility, right, and profit to be a set; Sixth, governing oneself according to law. The author also believes that, to build a perfect system and mechanism for our community autonomous organization, we must improve four major systems as: the organizing system of community resident representative conference, community residential committee and community administrative committee, some NGO serving for community autonomy, and "four in one" joint conference. As the construction of a well-running mechanism for community autonomous organization can be obtained from the following several aspects: First, perfecting the community autonomous mechanism for government; Second, fostering a mechanism for the acquisition and integration of community resources; Third, improving a mechanism making resident participate in community's affairs more convenient; Fourth, establishing the innovative mechanism of the community autonomous organization; Fifth, strengthening the cultivation mechanism of community's consciousness.
