Compulsory education was firstly implemented in the latter partof the 19th century in European and American countries, and today ithas already become an elementary education widely carried out in theworld and the most fundamental public service our moderngovernment should provide.The compulsory education essentially isone implementing force education and free education to directconsumers. Its fund comes from fiscal revenues that are imposed informs such as tax revenue and so on by the country, so the question offund input system is paid close attention to by the people. Over 70%of the people still live in the countryside now in our country, and morethan of the half schools of compulsory education in China are in thecountryside, so the problem of the fund input system of ruralcompulsory education has become a focal and difficult point of thestudy in this respect. By following the Marxist public financial theoryand taking methods such as literature search, counting, etc, the texthas examined the development orbits and the current situations of thefund input system of rural compulsory education in our country andexplained the thinking of reforming the fund input system of ruralcompulsory education. I think, the drawback of the fund input systemof rural compulsory education in our country at present is mainly that"the principle that peoples education is run by people" isobviously not in accordance with our government's duty, and itemphasizes people's responsibility excessively and lacks the bindingforce to standardize the investment behavior of the government.Therefore, it leads to our government's more emphasis on efficiencythan on fairness and more on the government's intervention andappeal than on its fund support. The result is the burden whichaggravates peasants. We mainly should regard rural compulsory education as a public products, and set up a corresponding fund inputmanagement system of rural compulsory education, including suchsecurity mechanisms as finance allocation, finance sharing andfinance operation, etc.
