Internal administrative system reform of universities and colleges is necessary to the universities and colleges development and to the adaptation of higher education to socialist market economy. The results of internal administrative system reform have direct relationship with the development of universities and colleges. This study on the problems in internal administrative system reform is also a very important issue in the field of higher education management research.This dissertation defines the term 'Internal administrative system of universities and colleges', reviews the history of internal administrative system reform of post-1980 Chinese universities and colleges, and illustrates the faults in the current internal leadership mechanism, employment system, distribution system, college administration, cost management of universities and colleges. It also indicates that it is necessary for universities and colleges to reform internal administrative system by law.On the basis of the relevant educational, economic and management theories, and the current situations and development trends of Chinese universities and colleges, this paper suggests several reform strategies to overcome the disadvantages of the internal administrative system of Chinese universities and colleges. First, it is the premise to establish a leadership system in which political power, administrative power and academic power coexists harmoniously. Second, it is the key to pursue effective employment system and distribution system reform. Finally, it is the complement to introduce cost management to enforce the internal resources integration of universities and colleges.
