The reform and open policy have made Guangxi economy develop very fast, which strongly impells the vocational education. The high-speed development in economy needs not only large quantities of high-level science and technology experts but also millions of well-educated vocational-technical medium and primary technical personnel, administrative personnel, technical workers and billions of skillful workers in cities and countrysides. Only by this great high- quality workers can the advanced science and technology and the advanced equipment be possibly transformed into real social productive forces.Therefore it is our long-time goal to develop the vocational education vigorously, to improve the education quality of teaching comprehensively, and to train millions of well-educated workers and millions of professional personnel and a large quantities of innovative talented persons in order to impel the social economy to develop fast and continuously. In the last few years, the country has paid high attention to the medium vocational education and has worked out a series of policies and measures, which has laid the foundation for the medium vocational education development.Guangxi medium vocational education, through these years'construction, has obtained certain results, especially in the optimization in the teachers'school record structure and the title structure and in the enforcement in"the double teacher"teachers. But this is far from the request the medium vocational education development makes and can not satisfy the need of training of all kinds of practical personnel in economic development. Compared with other developed areas, there is a long way for us to go and we must strive. In her national vocational education speech, the State Council member, Chen Zhili, pointed out that the goal of vocational education is:Training of millions of skillful and talented persons and workers. So we must take the service as our objective, take the employment as the guidance and face the society and the market. In other words, we train talented persons according to the market and the society needs and we must put the school education teaching, the production practice, the social service and the technical promotion together and strengthen the training in skills. Not only do we try to achieve"duikou"but also"the connection"and to make education and post"zero distance". This requires the teachers in the vocational schools to have strong specialized practice ability and rich experience as well as solid and specialized basic theory knowledge and high level in teaching and research. This is"the double teacher"meaning which this article mentions. To achieve the above goal both in theory and in practice, it is an important key point to raise a"the double teacher"teacher procession which has capable, high level, high quality, and specialized professional teachers.To impel Guangxi medium vocational education development, this article tries to esplore the way of training of Guangxi secondary vocational school"the double teacher"teachers by using the means of consulting the literature and the survey procedure, the qualitative investigation and the quantitative investigation and the comparison methods. This article, from the viewpoints of economic development in Guangxi, first analyses the demand for various talented persons who are trained in different schools and then states the social value of the medium vocational education and its development, and at last elaborates the important role the training of"the double teacher"teachers plays in the realization of the value of the secondary vocational schools. Through methods of investigation and comparison, this article analyses the problems and their reasons existing in Guangxi secondary vocational school teachers procession. From this foundation and according to the experience in the developed areas, referring to the related literature and my own vocational education experience for many years, this article has explored a series of strategy which can promot the raising of"the double teacher"teachers in Guangxi secondary vocational schools.Besides the foreword and the concluding remark, this article is divided into three parts: The first part analyses the swift and violent development in social economy and the demand for talented persons, and then comes to the conclusion that economy construction needs various talented persons who must be trained by different schools and the important social value of the existance and development of the secondary vocational schools. Then it elaborates"the double teacher"teachers'connotation and its extension to further explain the fact that"the double teacher"teachers are the main body which helps to make the secondary vocational school realize its social value, in other words, the development level of the secondary vocational school depends on"the double teacher"teachers'specialized level. It finally discusses"the double teacher"teachers'characteristics and rules in its growth and development. The second part states the construction situation in secondary vocational school teacher processions in some provinces, some cities as well as Guangxi area, analyses the present situation of teachers in the secondary vocational schools in Guangxi and points out some problems and the reasons that have caused them. The third part discusses how to establish an effective system and mechanism for training"the double teacher"teachers in order to achieve the goal of educating a high-quality procession of"the double teacher"teachers.We must unceasingly perfect the training system and accelerate the construction of the mechanism of"the double teacher"teachers, strictly carry out the management system to obtain the object of raising the comprehensive quality of"the double teacher"teachers. This, on one hand, is of realistic significance and profound historical significance in the enhancement of educating and teaching quality in Guangxi secondary vocational schools, in the promotion of Guangxi secondary vocational education to develop healthily and in the education of a large number of high quality skilful talented persons needed in Guangxi economy growth. On the other hand, it can gradually reduce the differences between Guangxi and those developed areas in the fields of secondary vocational education and the education of teachers, accelerate the education to develop evenly both in the east and in the west and at last make it come true to achieve the lofty goal of builing a harmonious society.
