In the educational course, as the main factor,students determine the quality of education fundamentally. In Japan, with the increasing number of students'nor school attendance', it has already become a very intractable and pending problem. Especially from 1980s, with the diversity of the values and change of social environment, the types of'nor school attendance'increased and presented crossing types constantly. The Japanese society, especially the education sector pays attention to this problem. Now it has established a set of theories and made effective resolution strategies after the exploration of over half a century. This dissertation adopts Japanese original edition materials, and explains "nor school attendance" theory from these respects of criteria for judging, information-recovery process and solution strategies by comparing and analyzing these materials. Finally, propose some empirical suitable suggestions for China by analyzing the problem in Japan. This research consists of five sections:In the first section: introduces the historical development course of "nor school attendance" concept and the main analysis theory, summarize the different types and modern characteristic modern characteristics of "nor school attendance" problem, use graphs to indicate the current status of "nor school attendance" problem in Japan.In the second section: Judge "nor school attendance" behavior according to the internal and external performance and association with "short-term absence" and "idle learning". Analyze scholars' idea to divide its forming and recovery stage, it is divided into "initial symptoms stage", "medium performance term" and "later recovery term", and describe the behavior and psychological condition at each stages in detail.In the third section: brings forward solution strategies to'nor school attendance'problem, emphasizes cooperation and coordination among three unions, families, schools, communities. And it is supplemented by'scientific measurement form','adaptable guiding classroom'to promote students return to school as soon as possible.In the fourth section: Evaluates "nor school attendance" theory, and analyze its cultural and social origin with sociology perspective.In the fifth section: propose the enlightenment to Chinese education in such aspects as students view,students evaluation system and educational pathological studying.
