Compulsory education is the cornerstone of national education, and teachers are the first resources of compulsory education. With more flow of trained personnel nowadays, teachers in compulsory education, as members of trained personnel, are also putting themselves into the great tide of this flow. How to attract talented teachers and to keep them,how to motivate the proper flow of teachers and how to promote the healthy and balanced development of compulsory education have become an important project for the deucational officials.Under the conditions of the socialist market-oriented economy, the flow of teachers is certain to happen because the characteristics of market-oriented economy lies in the distribution of resources from the market,so do the teachers. Moreover, the flow of teachers is the main means to optimize the teachers' structure, the important guarantee to strengthen the teaching vigor of schools and an effective means to raise their enthusiasm and initiative. This, however, does not mean the teachers can follow their inclinations in the flow, still less the more flow, the better, and in the same way it does not mean it is even better to stagnate the flow of teachers. It means the proper combination between the flow of teachers and relative stability of them, namely, only if the flow of teachers is kept at a proper and balanced ratio the prosperity of educational cause can be achieved.Based on a large of documents and references, and through the investigation of the flow of rural teachers in compulsory education in Loudi City, the author has found the situation in the flow of rural teachers is not optimistic at all: the core young and middle-aged teachers always drop out of their schools while the old and ignorant ones remain to stay there, and those new teachers are not full enough to make up for the vacancies left by those who have left their schools, which have resulted in the shrinking tendency of the rural teachers in compulsory education. The first reason for this unreasonable flow of teachers lies in the poor pay and conditions of teachers; the second is the fact that the development of schools is not promising at all; the third is the heavy teaching burdens of rural teachers; and the last is the unsound management system for teachers. Based on the reasons for the flow of teachers and the basic patterns for the flow of rural teachers, the author set up a new system model for the flow of teachers in compulsory education. According to the current reality and in accordance with the basic principle: "on the basis of the reduction in the educational distinction between town and country, with the improvement of pay and conditions of rural teachers as the main body, by way of the encouragement on reasonable flow of rural teachers, for the purpose of the realization of healthy and balanced development in compulsory education," the author has proposed to establish the reasonable mobilization system for rural teachers in compulsory education which includes public enrollment system for rural teachers, compulsory teaching system, the system of regular flow of teachers, the retirement system before the due date, the compensation system for the vacancies of teachers. The author has also proposed to establish the complete sets of policies and measurements in order to promote the reasonable flow of rural teachers in compulsory education and to reduce the educational distinction between town and country on the basis of the guarantee system for the perfection of finance management in compulsory education. With the reasonable improvement of their pay and conditions as the main body, we can activate the rural teachers; on the presupposition of the execution of the enrollments system of teachers, we can establish a good condition for the reasonable flow of rural teachers; at the guarantee of the training and cultivation of rural teachers, we can improve the comprehensive ability of rural education; by way of the execution of democratic management, we can improve the unfavorable conditions of rural teachers; by means of education in ethics, we can strengthen their consciousness to serve their new villages and promote the benign mobilization of rural teachers in compulsory education.
