As the old Chinese saying goes, "A stable nation follows its prosperous agriculture, while a poor nation follows its undeveloped agriculture" . Thus, it is indispensable to reinforce the work concerning rural areas, agriculture and farmers in the process of the modernization of our country. Developing the new socialist rural areas is an utterly new solution as well as a new developmental theme according to China' s present national condition and the general laws of social development. As the inseparable part of developing a harmonious society, developing the new socialist rural areas can by no means simply be referred to only as the development of i(?)so(?)coh(?)(?)(?)istorical and realistic perspective as well as the national and international perspectives, this paper tries to compare and draw the experience and lessons of the development of rural areas at present ages both at home and abroad. It also aims at viewing the developing the new socialist rural areas from the S Cultural Perspective on the basis of Oriental management culture. With the developing the harmonious rural areas as its starting point, the core of the study is to discuss, study and work out the best solution to the various contradictions in the process of developing a harmonious society. On an utterly new perspective of the "Degree of Harmony" , this paper tries to solve "Three Culture Contradictions" , namely, the contradictions between the oriental and occidental culture, the city culture and the countryside culture, and the modern culture and traditional culture. The essay also probes into the coordination of "Three Main Elements" , namely, the government, the society and the individuals. It also discusses the coordination of "Four Relationship" which are made up of the following ones, namely, the relationship of human-being and Nature, human-being and society, relationships between human-beings and human-beings themselves. Furthermore, this essay has a better understanding of various decisive factors in developing the new, socialist rural areas and succeeds in arriving at the maximum and best condition of resources disposition. The theoretical basis of this paper is closely related to the ideal of developing a harmonious society, but it has its independent system at the same time. The paper tries to make some personal suggestions on developing a harmonious society which is in full swing at today' s China.The paper is comprised of four parts.Chapter One: introduction. It discusses briefly the significance of the study and its approach and makes a general review of the previous study concerning to this subject at home and abroad. It also clarifies the definition and connotation of developing rural areas at present age, especially emphasizing that the "development of rural areas" is by no means the same as "construction of countryside" .Chapter Two: reevaluation. This part makes a historical reviews and practical judgments on the makes clear the development of rural areas. To review briefly its development, experience and lesson at modern times is very helpful in analysis of the present condition of development of rural areas, especially the making detailed analysis on how to learn from the experience of Korea in order to develop China' s rural areas, according to the historical origin and basis national situ(?)(?)(?)p(?)er Three: S Cultural Perspectives. It is the philosophical meditation on the development of rural areas. Tracing the traditional Chinese culture, this part probes into the theoretical basis and fundamental construction of S Cultural based on oriental management culture. It puts emphasis on the elaboration of the "degree" of the S Cultural and tracing the origin of 6S Theory. Making use of S Cultural Perspective, this part elaborates the "Three Culture Contradictions" , "Four Relationship" and "Three Main Elements" in the process of Chinese development of rural areas both macroscopically and microscopically.Chapter Four: some suggestions on harmonious development of rural areas from S Cultural perspective as well as on its improvement.
