After World War II, Japan continuously regulated and reformed the secondary education and took, various kinds of measures in order to popularize the secondary education. In the 20th century late, Japan have basically popularized the secondary education. The secondary education in Japan is based on its national trandition of developing country. The society pays more attention to the secondary education. With the rapid development of the society, it is continuously reformed, boldy brought in and adequately digested. But facing the change of social situation, the secondary education in Japan that is uniform and close is difficult to meet various requirements of students and their characters development. Therefore Japan excessively paid attention to level of education, and brought up the idea of various secondary education. Then put forward measures such as setting up synthetic subject and carrying out the credit system since 1970s. Those measures were carried out for achieving the goal of variety and flexibility of secondary education. In 1999, Japan put forward new measures of the secondary educaion-carrying out "Initially high school consistent system". This educational system is based on present secondary education that is divided into two parts and each part has three stages. However, it has no examination for entrancing senior high school and testing of level of education. It is the form making students continuously study from junior high school to senior high school. The goal is to achieve for making varied secondary education, so it is possible for students to choose various schools according to different capability and personality.This paper comprehensively studys by those main methods:description, documents, case analysis, comparative study and so on. The main body of this paper is divided into five parts. In the first part of the paper, the background of the education are demonstrated and analyzed from those aspects: the challge of the secondary education, the influence of the society of deficient young people,the impetus of the third educaional reformation. In the second part, the main contents are analyzed in detail. In the third part, the situations of carrying out are introduced. And then pay much attention to analyizing characteristic curriculum. In the forth part, the educational characteristics are generalized and the problems of carrying out the education are confered. Basing on the analysis in the forth part, compare the "Initially high school consistent system" in Japan with six-year school in China, and then put forward some suggestion according to real situation of development of secondary educaion.The education has not only important significance for variety of school education in Japan and the reformation of secondary education, but also important inplications for the reformation of secondary education in China and achiving the goal of entire development.
