With the fast development and become in the popular style, higher education have meet some problems, for example the balance of the higher education's scale and quality. People put more attention on how to ensure the quality of higher education with the enlargement of scale. Because the improvement the quality associate with evaluation and estimate of advanced education, so the higher education evaluation and estimate system has received greater attention nowadays. At the some time course evaluation and estimate is get more attention as the very important proportion of that system.This study is based on the opportunities and predicament of higher education development, contrapose the problems of course evaluation and estimate, such as shortage of systemic and weakness of language competence, quest and develop the system's theoretic fundament. These studies also give the school course evaluation and estimate system theoretical bolster, which make higher education' course construction development, optimization and perfection.This article categorizes the progress of the domestic and world's course evaluation research. Scientific courses evaluation is guided by the scientific theoretic and principle. We mention the theoretic fundament of Marxist philosophy, higher education, psychology and modern administrative science etc, this just give theoretic fundament to the construction of course evaluation.This article's content refer to teacher procession, course construction, teaching condition, teaching process, teaching management, teaching effect. At the same time we also put forward the curriculum assessment principles for example target principle, scientific principle, objective principle, evaluation and construction evaluation followed by construction, quality connect with quantity principle. In addition we particular discuss the higher education evaluation system componential elements, quality guarantee and monitor system.According to the documents about course evaluation, our country is short of wide effects researches especial in yield of higher education. Most of our researches just borrow and develop the west course evaluation. So we studied and mentioned our own higher education evaluation system in this situation. First, we expound the domestic and world basic conditions in course evaluation; second, we explain the effect of west experience to improving our own higher education evaluation; finally, we quest to evaluate the higher education.We discuss the relation of course evaluation and course estimation, because course evaluation and course estimation have interknit with each other in university. It's order to improve the quality of course and education. The author research and quest to course evaluation and estimation in our country, this can put forward some advises to future development of higher education school course evaluation and estimation.
