Implementing modern distance education project, using information technology to deliver the educational resources of high quality to the schools in west rural areas and Mountain areas in the form of teaching CDs and satellite digital resources(IP resources) ,can be seen as a effective way to change the teaching quality and promote the education development of underdeveloped western areas. This paper is supported by one of the comparative study "Strengthening Capacity in Basic Education in Western China"-- "Application of IP resource in Teaching". The main purpose of the research is to analyze how to use IP resources in classroom teaching effectively and achieve the optimum result.The main research works are described as follows:(1) Analyzed the current application state of IP resources in studying areas, proposed the main issues of utilization of IP resources and the main factors that impact the utilization of IP resources.(2) Proposed some strategies on downloading, collection and collation of IP resources based on the actual local situation, including the optimized strategy of downloading, screening and preservation of IP resources. The emphasis of this section is to propose several strategies of secondary processing of IP resources.(3) Under the guidance of related theory, the author proposed the principles of using IP resources, the design process and the design template of using IP resources to assist the instructional design and related application modes of IP resources in classroom teaching.(4) Summarized the fruits of research, including the teachers' improvement in instructional design and the level of using IP resources. Meanwhile, the author reflected some shortcomings in the research and also looked into the future research work.
