The principal aim in the elementary education of all countries is to foster qualified citizens for the society. Many countries in the world regard history education as an important channel for civic education. In the curriculum reform of middle school history carried out in the early 21st century, the history education in our country begins to play an important part in civic education gradually. However, owing to the causes of both history and reality, this function of our history education does not work well enough, nor do many history teachers pay enough attention to the relationship between middle school history education and civic education. With the development of the national economy and society , the requirements to citizen qualities are growing higher and higher. Thus, it is of great practical significance to fully comprehend the essential of civic education, to analyze the content and function of civic education and to explore the basic ways to carry out the civic education in middle school history education.The whole text consists of four parts.The first part, mainly introduce the definition of civic education, as well as the formation and development of civic education in both China and western countries.The second part, give a brief introduction to civic education in foreign secondary education. Also induct the content of history education in the fields such as patriotism, opening international outlook, social responsibility, personal emotion, and the awareness of environmental protection.The third part, discuss the research ways of civic education in two main activities—the history education in secondary school and history classes and after class activities involving history.The fourth part, discuss the functions of civic education in the history education. It is a demand of the development of market economy, democracy, legal construction and the harmonious society.
