This research combine educational practice needs through analyzing the background educated and basic theories to present basic education stage. It has offered an intelligible and can be operated reference for educational practice of educators. It dispels knows to all sorts of mistakes of innovative education and improve the innovative assurance essential in education.This research orientates as studies in conjunction with practice with the theoretical research. This research has used research approaches such as the literature, investigation method, etc. synthetically, the theory of innovative education has carried on the discussion. Combine present basic current situation and case study of education innovation, it put forward cany on innovative countermeasure measure of educational reform.This research reveals the present situations and problems about educates aims in the train, course offered, the educational way and educates and appraises. And from the factor of managing (Appraise the view in narrow study, conservative administrative interference, outmoded course and teaching material content), and the factor of managing (Fuzzy thought and knowledge, respects such as inertia, weak scientific research consciousness and ability to make no attempt to make progress), student's factor (the faint innovation wanting, narrow visual field of renewal of knowledge), etc., it have analyzed the reason for producing these questions.Countermeasure measure which carries on innovative educational reform that the content summary originally researches and proposes, including: 1, Establish the idea educated in innovation, include: (1) Innovative idea voluntarily; (2) Idea that bold in blazing new trails; (3) Dialectical innovative idea; (4) Innovative idea of science, etc.. 2, Adjust the educational objective, change the educational idea, regard developing students' quality the main educational objective in an all-round way as, regard training students' initiative spirit and innovation ability as the focal point of educational work, regard establishing the foundation for training and bringing up the large quantities of innovative talents who meet the needs of 21st century as the central task. 3, Make three relations in innovative education in order: Innovative education relation with quality-oriented education, innovative education and knowledge education, new teacher-student relationship, etc. in the innovative education. 4, Improve the content of courses, optimize the structure of course; Set up one life of respect student individual develop, follow student development brand-new content of courses system, teaching system of view and appraise the system. 5, Exploring can develop student innovative teaching method of quality, want teach knowledge and thinking training of method combine together on one hand, pay attention to training students' creative thinking ability; On the other hand should combine the theory with practice, strengthen the teaching links of the practicality, lead students to study and grasp the law that science innovate and method which the science innovate in practice. 6, should build the democratic, harmonious, loose, active, warm campus environment hard, in order to stimulate students' creative thinking and creative latent energy of giving play to students; 7, establish the expansionary teacher's evaluation system, promote the innovative teacher's building of contingent. 8, set up new education quality evaluation system, set up the core of regarding appraisal of quality as, appraisal system of combining the appraisal of knowledge, ability and quality.
