Lifelong education and lifelong learning is the important symbol of contemporary society. The idea of lifelong education and learning society is an active reflection of human society facing to the knowledge explosion and the speeding up of society, and is an active construction of human society for the new lifestyle. In China, the countryside is the difficult point in constructing lifelong education system, meanwhile it is the key to the learning society. The exploitation of rural human resource is the fundamental way of solving the problems of agriculture, rural areas and farmers, it also the main task to build an all-round well-off society. Enhancing lifelong education in countryside and constructing learning-based countryside can effectively exploit rural human resource, which is an important carrier for realization of all-round well-off rural areas, and an effective way for construction of new socialist countryside. This paper focuses on the construction of learning-based countryside, which has its practical significance and theoretical value.This thesis includes five parts as follow:The first part is about the necessity for construction of learning-based countryside in the New Era. It is an introductory on the problems facing agriculture, rural areas and farmers; the effects of enhancing lifelong education in countryside and construction of learning-based countryside were discussed. Meanwhile, the definitions of some basic concepts were given, and the summary of relative researches was done. Surely this part is the theoretical background for this paper.The second part is a historical investigation. In this part, the history of lifelong education in China and lifelong education in Chinese countryside was discussed, and a conclusion was given, i.e., it is necessary that Chinese lifelong education go to countryside.The third part is the core of this paper, here the basic thoughts of construction of learning-based countryside was discussed. And the evaluating index was put forward.The fourth part is the case study. We take Nanjie village in Henan Province and Qianyuanzhuang village in Shanxi province as the model of constructing learning-based countryside. We have much inspiration from the case analysis.The fifth part is a strategy research. In this part some strategies and suggestions were put forward to help construct the learning-based countryside.Compared with other researches, this paper's contribution expresses on two points: one is this is a systemic study on the construction of learning-based countryside; another is that we try to construct an Index System for the development of learning-based countryside. We hope this paper have an active function to the development of learning society construction in China.
