As soul engineers spreading and creating knowledge, teachers in colleges and universities are always held in the very height that is divine and can't be offended. However following the times' progress, the profession of teaching has also been queried, and then the public requires effective ways to test their qualities. Produced violently, the appraisement of teachers' achievement has developed quickly. Undoubtedly, all these are offering an efficient instrument to understand and promote the profession of teaching invincibly. It's the important mark of the development of the profession of teaching; the fundamental basis of the personnel determination of the educational system. It should be the turning point to promote the job of teacher, not the devil that teachers fear of. Then today's appraisement performs an unpleasant a role. The shortage of its procedure legislation, together with the academic deficiency of study on the development functionality makes the idea, content and subject of appraisement of teachers' achievement scattering and become mere formality in practice. We need recollecting, giving a compass for teachers' development and support for the good operation of teaching on law and mechanism. Therefore, based on the empirical study, the author regards positive research as the basic point, trace to source, starting with on a large scale from teacher's performance appraisal idea, have probed into the disappearance appraised ,clearing the system of appraisement of teachers' achievement, setting the concrete strategies and technical method of execution on appraisement of teachers' achievement from the angle of practice, building a dynamic appraisement system in the aim of rewards and punishment and development, achieving just and fair of appraisement most and opening a new angle of appraisement of teachers' achievement, are hoped to in this paper.
