China and Korea both have achieved higher educational popularization and the speed and scale of higher education are attracting the whole world's attention. Educational evaluation has become commonsense among many countries.This article introduces the basic theory including the concept, the purpose, the properties, functions and patterns on the basis of the background in the educational evaluation field. Then make a summary of China and Korea from the aspects such as educational management system, the construction and patterns, the organization and actualization, the practice and characteristics, the problems existing and so on. And then make comparison research including the inspiration from the two countries, the worldwide trend in the educational evaluation, and put up with suggestions according to the different situation of the two countries.The keystone of this paper is to make comparison and draw inspiration from the basic theory, the practice, the actual analysis and the summary of the effective experiences. The purpose is to put up with the suggestions which are expected to accelerate the improvement of higher education quality. The difficulty lies in that the social systems, history of education, the reform background are quite different between China and Korea, so how to choose the comparison perspectives is a great challenge. The innovation is the introduction of the original edition documents of Korea higher education. It is rare in China to make comparison in the higher education quality management field between China and Korea.
