Content: How to establish and improve a scientific teaching management system in university is always the focus and difficult point of the teaching reform in university. It is also a very important project in enhancing the teaching management system and improving teaching quality in an all-round way. In order to explore and set up a kind of evaluation system of teaching objective management (in short:ESTOM), which is based on the actual situation of the university and can play a self-development, self-improvement and self-restriction role in the teaching management of university, a detailed analysis on several issues in the establishment and application of the model ESTOM are made from the view of theory and practice in this paper, which is based on case study and combined with the characteristics and actual situation of the university. Some suggestions for improvement is also put fowards in this paper.One of the important purposes to establish ESTOM and to carry out the teaching evaluation in university is to self-diagnose the existing issues in teaching, to judge the actual situation of teaching and to improve the teaching management in university in accordance with the issues, which includes the whole process of teaching management and all the other aspects. So a research only on several important aspects of them is made just in order to stress the main point in this paper. The main contents includes the existing issues and countermeasures in ESTOM target; the issues and countermeasures in the portions of ESTOM target; the issues and countermeasures in the establishment of feed-back system of teaching; the issues and countermeasures in dealing with the relationship between the external evaluation and the internal one; the issues and countermeasures for preparations of the implementation of ESTOM; the issues and countermeasures in the ESTOM general evaluation model; the issues and countermeasures in controlling the evaluation errors of ESTOM; the design of the analysis of ESTOM validity; the design of the analysis method of the unity of evaluation result of ESTOM; the analysis of the annual evaluation result of ESTOM; the example of the annual analysis report of ESTOM evaluation and so on.All the data used in this paper come from a particular case, which has the authenticity of the research data. Meanwhile, some theoretical analysis tools such as the education statistics, education surveying and education evaluation, are applied in this investigation. The process of data analysis of ESTOM is presented and the conclusion has been made. All these have provided some theoretical basis for the further improvement of ESTOM.
