Three magnitude curriculum govern institution comes true ,that provides a good outer circumstance and condition for the curriculum reform of basic education. 'Fundamental educational reform act' indicates that the new national curriculum of physical education should change the high center-controlled curricula management, in order to improve the curriculum adaptability in the context of local educational authority, school, and students. In this context it is essential to embark a theoretical and practical research on the school-based curriculum development.In my article, We made the curriculum theory as guide, made the foreign and civil school-based curriculum development research as base. In this research several general social investigation methods have been adopted, which include secondary research, questionnaire investigation, test study. Based on a fair of research data, several important results can be concluded in this research as the bellows:1, PE curriculum reform in the past five years or so has made tremendous achievements, the "curriculum standards" related concepts, for the spirit of PE teachers known.2, "Three course management" system recognized by the majority of teachers, and pledged to put them into practice. Teachers generally requested the Curriculum Development decentralization.3, PE school-based curriculum development was the basic concept known PE teachers, But the actual PE school-based curriculum development situation is not ideal, Fewer schools have been in the PE school-based curriculum development.4, The impact of school-based physical education curriculum developed by many factors, But the majority concentrated in a short period of time can not be changed, the objective factors, This will to some extent increase the physical education teachers in curriculum development inert. In addition, the students curriculum development initiative seriously enough.5, The PE school-based curriculum will be able to effectively improve high school students learning experience, and promoting their PE to improve the level of learning. But the junior high school students insignificant level, the high school students did not increase the growth rate. Physical junior and senior high students are not learning experience gender differences exist.6, PE school-based courses can improve students health awareness and behavior, and for the role of high school students in junior middle school students better. Junior high and high school students in health awareness and improve the lack of gender differences.7, PE school-based courses can improve students adhere to the sport, and for the role of high school students in junior middle school students better.
