Firstly, the author analyzes the basic issues of intermediary institute of higher education assessment, defines the related concept, and explains the essential features and functions.Secondly, the possibilities and necessities of setting up and improving intermediary institute are considered from the aspects of government, university, society and education assessment.Thirdly, the assessment modes of U.S.A, Britain and France are briefly explained in the following aspects: the framework of institute, the scope of official duty and the way of operation. Furthermore, the similarities and differences of the modes mentioned above are pointed out, and the causes of similarities and differences are analyzed emphatically. According to the analysis above and the current situation of higher education in China, the set-up of intermediary institute of higher education assessment is proposed from the aspects of the framework of institute, the scope of official duty and the way of operation.Finally, practical suggestions are put forward for education department in government , university and intermediary institute .As to education department in government , it should accelerate the process of legal construction of intermediary institute at present;as to university, it should engage itself in self-assessment and set up the system of internal quality;as to intermediary institute of higher education assessment, it should regard the establishment and improvement of the good social reputation as the most significant tasks.
