The evaluation of teaching is the key measure of ensuring teachers' effort,improving teaching and teachers' professional attainment. The developmental teaching evaluation system ,with the purpose of the promotion ,is a kind of formative evaluation which is based on the aim,stresses the process and the timely feedback .It does not consider the result of the evaluation as the base of prize or reproach. The either-award-or-punish evaluation system is the closed -ending one whose feature is mainly to stress the daily performance before the evaluation and accordingly judge whether they possess the conditions of being rewarded or reproached. However, the current either-award-or-punish measure doesn't work effectively in promoting teaching quality and advancing teachers' professional development. Considering the disadvantages of the present measure we holds that establish developmental teaching evaluation system is undoubtedly the first choice for us.The thesis first analyses the concept, feature, principle, function and theoretical basis of the developmental evaluation system. Then, it probes into the shortcomings of the present evaluation system in teachers'undergraduate course teaching of china. Based on this, it goes farther into the necessity and the feasibility of establishing developmental teaching evaluation system. Then, on the basis of the comparative study of the evaluation system for teachers'undergraduate course teaching in the U.S. and china , referenced the U.S.'experience, used the idea of developmental teaching evaluation, reconstructed the evaluation system of teachers'undergraduate course teaching of our country. Guided by the theory of developmental teacher evaluation, aimed at promoting the teachers' professional development, this thesis studies the target system, method, process of developmental teacher evaluation and construct the system:Its direction is to face the future ,its aim is to promote the all-round development of all staffs,its function is centered on the lead-in, inspiration ,developments means is the formative teacher evaluation , and its course is dynamic evaluation.
