Human beings have entered the 21st century, while people are enjoying the grant material wealth, they are suffering from the series of ethics moral problems with the social development. The United Nations'former Secretary Gully on the Social Development World Summit Conference in Copenhagen in 1995 said that the contemporary world was suffering from social and moral crisis. All the countries in the world are worried about the school young boys and girls'morality. In 1990s, American adolescents were called"the unconcerned young",campus violence, drug taking, sex problems could be seen everywhere. French adolescents were called"the sacrificed young", who just sought pleasure, took drug and had no aim. During the social transferring in China, some decadent moral thoughts are widely spread, such as hedonism, money worship and individualism. The phenomena of moral slide exit widely in everyday life, for example, the middle school student Xu Li killed his mother, Liu Hai-yang , a college student hurt three bears, Ma Jia-jue killed his four roommates, etc. All of these means that whether west or east, is facing the moral crisis challenge. In order to solve the more and more social moral problems, all the countries attach greatly importance to the school moral education, and have deeply reflected and have bravely reformed, among which American vigorous character education is the most impressive, which causes North America and even other western countries pay great attention.
