Under the situation of current curriculum reform, each subject has changed a lot, and there is a new orientation to teachers' comprehensive quality and roles. Mathematics, as an independent science, is old and mysterious, for the sake of embodying its maximum value, it is made a higher request to primary mathematics teachers' culture, thought, profession and creation comprehensive qualities and so on by curriculum reform in basic education. Primary mathematics teachers should undertake the new educational rational initiatively in order to suit to the new curriculum better. It is the most realistic problem that how we can effectively improve primary mathematics teachers' comprehensive quality, and it is also the problem that our college of training primary teachers concern mostly and resolve directly.This paper sets about the present conditions on primary mathematics teaching, and analyzes why it is necessary and feasible to carry out primary mathematics new curriculum, and go step further to set forth system the rationale about new curriculum such as the view of curriculum, the pupil's view, the teachers' view, the view of teaching and studying and some other theories. In connection with the investigations that show questions which exist in carrying out primary mathematics new curriculum, mainly starting from the angle which normal school students may be engaged in primary mathematics teaching in the future, combining the education received by students during the school with the current trend of basic education curriculum reform, it has put forward the study about tactics and the search about teaching, it is believed that mathematics teaching at normal school should be one of valid methods which could pledge how to carry out primary mathematics new curriculum, mathematics teaching in techers' college especially mathematics teaching method should strengthen teaching reform, which make the green teachers trained by teachers' college rapidly adapt to the new curriculum, grasp it correctly and manage it actively.
