Reflective Teacher education has been recognized and valued by more and more people . The essence of the reflective teacher lies in that the teacher has the ability to reflect, and is able to reflect himself and teaching . Therefore, the cultivation of the teacher's ablity to reflect is the key to create an reflective teacher.Based on the recognition ,the paper has started with the concepts of reflection and reflection ability and combed the relative researches on the reflection theory in the education theory circle . Based on these researches , the paper has combined the reflection theory with the cultivation of primary school teacher's abilities. Taking the primary school teachers in changshu as researching objects, I have done some reaearches using the questionnaires and interviews. The results show that the primary school teachers comparatively identify with the function of the self-reflection in their development; there exist some reflective behaviors and methods in their daily work. However, there are some problems about reflection which include the followings: inadequate reflection of the enthusiasm and initiative and lack of the supports from the school culture ; lack of the ability to reflect from the deeper level; the deviation of the understanding the meaning of reflection ; with mastering the less reflectional skills , not multi-angle, multi-channel reflection on the issues of education and teaching.In view of the issues identified in the study, this paper presents the corresponding countermeasures: stressing professional ethics of primary school teachers, enhancing working responsibilities. Cultivation of the school reflective culture; Reflective thinking training for teachers; Providing teacher training to help primary school teachers with the knowledge and skills of reflection; Paying attention to the cultivation of the reflective ablity during the period of the teacher education. Combined with the current reform of basic education, the the pursuit of reflective goals of has been put forward. Through the implementation of these strategies, the ability to reflect could be improved and the quality of teaching for primary school teachers could be enhanced.
