This article takes the school-based design about instructional strategy for high school biological classroom as the research object, under the instruction of existing education theory, refers to the idea requests from the new curriculum standard. Use the method of educational action research to make use of the theory is combined with practice, and put solving the problem on the first place. Through the design on action research for cooperation and competition-style group-learning strategy, confirmed it can stimulate learners interest in learning more, upgrade the quality of thinking, and markedly increase the effectiveness of learning, in the process of reflection, a further study on the strategies about school-based cooperative learning.Through the wholly study found : First, the teacher grasps the certain modern education-teaching theory is the guarantee for ensuring high-quality to complete the design about instructional strategy, the design thought about biological instructional strategy is design oriented and probabilistic, should have reliable validity, the design's core soul is "the optimization", it is a dynamic process, cannot neglect the design about control strategy, the design is layered, and all levels are closely inter-linked, that the design about instructional strategy of biology based on school is an innovation process.
