As education reform is being executed deeply, the combination of information technology and subject education becomes the sticking point to the development of the educational information and the effective applications of educational technology, to which how to improve teachers' ability of using the information technology is essential. In 2004, National Education Bureau issued SETC: Standards of Educational Technology of China, in which new standards of modern educational technology was presented to the staff of elementary education. This gave clear directions to the training of the teachers' educational technology. This thesis is to build the training programs to improve teachers' ability of educational technology according to the current training situation of the teachers in Luohu district.This research studied comprehensively both domestic and foreign teachers' ability training of educational technology. Questionnaire surveys and case investigations have been carried out to the teachers in Luohu about their abilities of using educational technology. Although the teachers have already had good understanding of the importance of the educational technology and achieved basic knowledge and certain skill, there is still distance to the standards proposed in SETC. Main problems and the causes to these problems appeared in the training process are presented after the training patterns were carefully analyzed.An over-all program suitable for Luohu teachers' ability training of educational technology is strongly proposed in this thesis, which involves eight training modules that meet all the demands of SETC.
