Based on the goal of continuing education for primary and middle school teachers combining the basic situation of teaching resources in the area of Bayannaoer and by means of continuing educational training (undergoing job-specific training), and also by means of the analysis of the reverent materials discussing the existing problems in training and management and proposing the conductive suggestion in order to obtain some important and helpful experience and references for the new round continuing education and basic education course reforming. In this way, teachers' ability and level of implement of quality-oriented education can be embodied completely and in this way teacher's continuous education can serve the reformation and development of the basic education. All these make it possible for teacher continuous education to take the road to the healthy fast development of science in continuing education and at the same time to improve the integral level of basic education in the area of Bayannaoer.The research approach in this passage is investigation, interviewing, solicit suggestion, questionnaire investigation through different means of inspection and investigation to go on research in education, raining and problem of junior middle school based on this , some reasonable suggestions have been put forward for educational practice of the teacherfor the future of the area of Bayanaoer City.In the first part it mainly talks about the brief background. The purpose of the brief background .the purpose of the research, the importance and the scale for continuing education of junior middle school teacher's training and management.In the second part it mainly analogies the teaching resources and the basic situation in the area. One is by means of over viewing, that is the basic situation of the junior professional teacher's professional title and age, the academic credentials of the junior professional teachers of different subjects. Two is by means of different subjects who have passed the continuing educational training, by means of retrospect of the developing stage and by means of the analysis of the training situation in the local area.In the third part the passage mainly tries to approach the formation and influence during the continuing training and management. One approach method is by means of questionnaire, interviewing the relevant persons, conductive investigation and analyzing the relevant problems in the process of the training .The other approach method is to analyze, overview and approach method the formation and the influence in the process of the training in the area .For example, the formation and the influence in contradiction of management, the contradiction of the training and the junior teacher's own contradiction during the training.In the forth part we have got the following conclusions by means of over viewing, investigation, analysis and research. Based on this, we propose some reasonable suffusion.Conclusion: firstly as a cause the continuing education of the middle school teachers and it's managing problems will have to be solved quicklyand coordinately; secondly the educational administrative department and the training origination must give urgent and quick approach on the existing problems in the process of the middle school teachers training; Thirdly it is imperative for the teachers to improve cognition, change ideas and take active part in the study of the training. Finally to improve the teachers' professional knowledge and self-development.Suggestions: First unify the understanding, strengthen the coordination union perfect the management system, imply the investment of funds forming the management system of pluralism and organic whole, overall arrangement strengthening the training and management of the management staffs and to improve the idea of service. Secondly, basis construction and strengthening the approach of the teachers' training and the weak points in the process of the training; having a general knowledge of the basic situation of the teacher's training in the whole area and improving the overall developing level of the continuing education hoping for the best and practical result. Thirdly, carry out the work of active propaganda, promote the understanding and cognition of the continuing education of the middle school teacher, help the teachers in middle school to take part in the training voluntarily in order to improve the teachers' professional and specialized level.
