Current Situation And Countermeasure Of Balanced Development Of Compulsory Education In BaoTou

The development of educational equilibrium is a new idea which focuses on the educational development of inequilibrium in China. Its intension is to make schools during the stages of compulsory education be in a reletively balanced state in funds investment, level of running a school, equipment, allocation of teachers and teaching quality so that it can meet the needs of people's reasonable request in education as much as possible. The nature of education equilibrium is to ensure everyone's right and responsbility in education, to offer people reletively fair chances, conditions, opportunity of educational success and educational result. The paper objectively analyses the present situation of compulsory education in BaoTou. It puts forward the train of thought and countermeasure about development of equilibrium in BaoTou's compulsory education based on " The Law Of Compulsory Education In China" and some other policies related to the development and reform of basic education. For example,the new position of direction of value in educationan policy in our government;acceleration of the independent process in educational funds;drafting new standards in condition for running a school in compulsory education;further adjusting the distribution and structures of elementary schools and middle schools;trying out the system of acdamic titles and ranks in schools,the system of taking turns in posts betweenheadmaster and teachers.the system of key teacher, the compulsory education systemof a guide in different subjects;encourage different people in our society to run schools vigorously and so on.All these things can be used as referrence by the leaders at all levels so that we can enlarge dispose of good education resources, improve and optimize educational environment, raise the teaching quality in a wide range in order to meet the people's needs.
