This paper's research object is to analyze the present evaluation system of the rural primary working teachers, take over the importance of rural education development, develop the importance of the evaluation system of the rural primary working teacher .It points the evaluation system ignores some teachers who work in the field of basic education .Through researching and considering the present evaluation system on teacher who work in parts of towns of Luliang ,YuNan, it points that the present evaluation system on rural teachers pay great attention to reward and punishment .examination scores and checking .'which make the position and function of teachers self-evaluation lost its importance role .Through consideration, it also points that the teachers evaluation system should pay more attention to the unit of reward and punishment ,to the development of teachers ,and should be based on people .The method .subject and standard of the evaluation system should be variable .should put the administrative evaluation and teachers professionally evaluation together .At the same time ,it should analyze students examination scores scientifically .and pay more attention to the unit of the teacher practical wisdom(ability),the unit of fixed quantity and fixed quality .the "yuan" evaluation of teachers evaluation .
