Traditional language teaching is characterized by the ignorance of non-intelligent factors while too much effort has been exerted on intelligence. However, the development of psycho-linguistics and neuro-linguistics have not only gradually awakened awareness of the role which language learner's motivation and interest play, but also determine the learning proficiency in language learning process. This author thinks it more important to take into account the emotional factors when it comes to young English learners, and this can be well realized by employing The Cambridge Young Learners English and their tests.The Cambridge Young Learners English Tests (YLE) are specifically designed for children by the University of Cambridge Local Examinations Syndicate (UCLES) to assess the English proficiency of primary school learners between the ages of 7 and 12. Tests are available at three levels - Starters, Movers and Flyers. The tests are specified in four categories: topics, structures, words and tasks. The tests aim to sample relevant and meaningful language use, measure ability accurately and fairly, present a positive impression of international tests, and promote and encourage effective learning and teaching. Each level of the test has three components: Reading and Writing, Listening and Speaking. The tests are designed to be accessible and interesting with no pass or fail grades and the tests provide every student with a reward for his or her efforts. These Tests meet the same standards of accuracy, reliability and validity as the examinations for older students. They are based on activities and language uses familiar to children throughout the world, and are designed to be as accessible as possible to children who may not be used to taking exams. A wide range of text books and teaching materials which are used in classrooms throughout the world was reviewed as part of the test development process, and an attempt has been made to reflect the main content areas which frequently occur (topic, vocabulary, etc.) and the presentation of the material.
