| The modern boarding senior high school was an important project that was invested by Shanghai government from 1996 to 1999. The whole expense is 2.2 billion. In the field of public fundamental education, the operation taken by the government has happened in the period of the Shanghai fast economic development. After the talk of Deng Xiaoping in the south, the goal that Shanghai would be a modern international big city set with the fast economic development. In order to build the first class education suited to the first class city, the idea that a few of modern boarding senior high schools represented the image of the big city would be constructed was formed by the decision-maker of the government. The other reasons for this project was that the development of the high quality senior high school met the requirement with the income of the peak period of the right age population to the senior high school, and maybe these schools would become the model that how the examination education changed to quality education.Although the project had been discredited and rejected, a lot of modern boarding senior high schools had been built in the rural-urban fringe of the eleven districts, successively with the support of the government during the last period of the ninety years. Then other nine schools had been build with their own investment or the program of the government, and a number of them were much more larger and higher level. When these schools had been built and operated, the government had found a lot of problems that is how to collect the high expense of the operation these schools and their stadium facilities. Had the facilities not been used or inefficiency? Did the similar schools need to be built when the district and county took the chances? The main problem is that the relation between the collocations of the public fiscal and benefits. All these problems can't be avoided now.
