The Inner Mongolia Autonomous Region, which was set up in 1947, is the earliest minority area ever established and the earliest autonomous minority nationality area that has implemented the practice of bilingual teaching. The national elementary education has developed rapidly and achieved remarkably over the 60 years. However, with the social advancement and the establishment of market economy system, the national elementary education in Inner Mongolia has faced new challenges, and there have been a lot of new problems and difficulties. Especially in the present stage, the declining elementary education in Mongolian language has fallen behind the Han education of the same type and those advance educations outside the Inner Mongolia, In recent years, the experts in and outside Inner Mongolia and scholars have done a lot of effective research in the elementary education in Mongolian language, especially in the areas of natural environment, cultural heritage, teaching reform, bilingual teaching and trilingual teaching. Based on the above research, the author makes a further analysis on the challenges and difficulties in the elementary education, using the methods of statistics analysis, comparison and contrast, literature review and inductive method. The author believes that the main reasons for falling behind are the backward ideas for running a school, the shortage of education investment, the irrational school layout, the unequal resources distribution, the lower quality effect, the loss of students, and etc. This paper also further analyses the negative sides of lagging development and puts forward the counter measurements based on the ideas of surmounting development, equal development, sustainable development and materialized development.
