Classification of Higher Education Institutions is critical to the development of the Higher Education. To avoid limitation of existing classifications, the thesis advanced a new scenario of U-ERP. The new scenario classified Chinese higher education institutions chiefly by the three dimensions -— Education, Research and Profession.By classifying Education, Research and Profession, the thesis abstracted 9 variables of the new scenario. Namely that, the variables of Education are the First Level Education/E1, the Second Level Education/E2 and the Third Level Education/E3. The variables of Research consist of No Research/R1, Industry Research/R2, Academic Research/R3. Semi-Profession/Pi, Practicing Profession/P2 and Academic Profession/P3 constitute the variables of Profession. The different evaluation of these variables resulted in different type. The types included Entrepreneurial, Academic, Teaching&Reasearch, Profession, General, Technical, Crafts etc. According to some commonness of these types, the thesis put them into the three big types —Research Universities and Colleges, Teaching Universities and Colleges, Short-term Profession Universities and Colleges. At last, to assure integrality of the Classification, the author added Other Type to it. U-ERP divided Higher Education Institutions of China into 4 big types and 8 small types. The thesis also expounded and demonstrated these types in detail.The utility of the new Classification embodied the next four aspects. Firstly, by using pluralistic indexes, it would prevent excess assimilation from different institutions. Secondly, it would join institutions and labor market very well, because of the dimensions of Education and Profession. And then, Classification based on subjects would be more useful that higher education institutions make development plans. Lastly, the Classification of U-ERP would make a good platform for government' macro-management. So the thesis tries to offer a new idea for the classification of Higher Education.
