Nowadays,the competition of comprehensive national strength,such as economy and science and technology,is the competition of talents as a whole.It is an important stage of economic development and innovation nation construction for our country.It is a key means to cultivate diversified talents such as innovative,compound type and technology ability type to support and lead the national innovation driven development strategy and promote international competitiveness.The cultivation of diversified talents has put forward new requirements and challenges for the diversified development of higher education and the running of higher education.In this background,the concept of pluralistic quality at social level is gradually generating,and some of higher education institutions begin to explore the path of diversification.But a series of higher education management systems,which are mainly based on hierarchical characteristics and lack of classification ideas,are backwards and it is difficult to guide the practice of higher education diversity in China systematically.The contradiction between the demand and supply of the classification system of higher education institutions is becoming more and more prominent.It makes the administrative force of the state higher education adopt the mandatory system,taking the establishment of the classification system of higher education institutions as the breakthrough point to promote the design of classification system.As a new system design,it is necessary to clarify the policy choice of how to move from the system arrangement of the characteristics of the hierarchy to the classification system gradually.To help the stakeholders of higher education,such as the central government,the local government,the higher education institutions and society,to take appropriate action strategies to promote the generating of the classification.The research demonstrates the classification system of higher education institutions in China from the perspectives of policy analysis,theoretical construction and empirical research.It mainly adopts semi-structured interview and text analysis,takes the higher education managers,managers of higher education institutions,researchers in the field of classification,experts in establishment of higher education institutions as the investigation object.Also,it uses Generating Theory as the methodology,Institutional Change Theory,Triple Helix of Innovation and Multiple Metaphors View of Higher Education Institutions as the theoretical foundation,systematically analyses the foundation,motivation and mechanism of classification system in China.According to the generating analysis of the institutional change of classification system,there are some conclusions about basic characteristics.And from the point of view of the perfection of the system itself,it also points out the relationship needed to be handled.Moreover,from the perspective of central government,local government,higher education institutions and society,there are some countermeasures that should be taken to promote the classification system of higher education institutions.In addition,from the perspective of the stakeholders of the classification system,the motivation of the classification system is extracted from the internal and external environment of the higher education system,and the potential role of the elements of the internal and external system of the higher education system is analyzed.On the other hand,it sets up the analysis framework of higher education institutions'classification system based on the theory of Institutional Change,also explains the path selection and influential mechanism of higher education institutions' classification system in China.By the systematically analysis of the foundation,motivation and mechanism of the classification system,it clarifies the basic characteristics and main functions of the classification system of higher education institutions in China.And then further reflects on the characteristics of coerciveness,hysteresis,sustainability and gradient of generating of classification institutions.Also,we should handle the relationship between legalization and socialization,discourse and practice,technology change and institutional change,hierarchy Culture and Classification Culture.In this research,the author puts forward the action strategies taken by the stakeholders of higher education.In the view of central government,establishing multi-mechanism to guarantee the classification system of higher education from the system discourse to the action practice,perfecting the classification establishment system of higher education from the national level and linking other higher education systems.For the perspective of local government,coordinating the planning of local higher education and guiding the dislocation competition of higher education.As for the subject of higher education institutions,taking the inner construction as the foundation,and try to develop comparative advantage by resources integrated.For the perspective of society,taking the innovation driven as the target,and integrating knowledge production and talents cultivation deeply.The innovative points of this research are as follows.From the theory level,the institutional research of classification system is based on the contradiction between the supply and the demand of system.The system discourse and the action practice dual logic are taken as the analysis basis of classification system.From the practical level,it takes the stakeholders as the investigation object to carry on the qualitative construction.Mechanism research is expected in the near future.
