Presently, a series of inside management reforms focused on personnel system has been carried out throughout colleges and universities in china. It plays a key role in the success of all kinds of reforms in colleges and universities, so many colleges and universities consider it as a breakthrough to the whole reforms. The popular personnel system reforms are characterized with bureaucracy, quantification, dependence on export system and symbolized sign.This study, based on literature data, summarizes the development and actuality of the personnel reforms by means of qualitative analysis. It also, from the level of social institutional analysis and point of view of bureaucracy and rationalization, synthetically analyzes the documents of personnel management reforms of Chinese colleges and universities and discusses the theories concerned.According to the theory of social institution, the college personnel system is a special one that only plays a role in college personnel management. During the personnel reform, value orientation, work procedures and stress will vary accordingly, hence a lot of new problems and conflicts will come into being. Whether the conflicts can be resolved or not will directly influence the efficiency and success of the reform.
