| Ethnic education is a part of the entire Chinese education. The quality of the ethnic education is important not only to the personnel training and economic development of the ethnic groups, but to social stability as well. From this point of view, it is regarded as an unshirkable duty of the ethnic educators at the various levels to study the present situation and the problems to be solved in the ethnic education, and put forward solutions to them, so as to promote the development of the ethnic education. The author of this paper chooses the management of the ethnic education as his subject as it is closely related with his career. He carried out a lot of on-the-spot investigations, trying to get to know about the present situation of the management of the teaching affairs in 10 primary and middle Mongolian schools and kindergartens in Ushen Banner. And on the basis of the analysis of the present situation and the problems to be solved in Ushen Banner's ethnic education, and in view of the actual conditions of the Banner, he puts forwards some suggestions concerning the management of the ethnic education.The quality of education and teaching has been greatly improved in recent years in senior middle schools where teaching is carried out in the Mongolian language, ranking the first in the whole city of Erdos. At the stage of compulsory education, in order to consolidate what they have achieved in reaching the set standard for basically popularizing the 9-year compulsory education and for basically eliminate illiterates among the young and adult people, ethnic educators have long worked hard, and therefore considerable achievements have been made in the "degree of popularization" and "the quality of education". However, the present level of the development of the ethnic education in Ushen Banner cannotmeet the requirements of the future social and economic advance in both thequality and the quantity of talented personnel. Many problems still exist, such asless importance attached to the ethnic education, unqualified teachers andirrational school distribution. For example, the quality of the teachers as a wholecan not meet the requirements of the reform and development of the ethniceducation at the present stage, the school distribution is not rational, infantileeducation has not been given enough attention, the system of the ethnic educationis not perfect, the governments and departments at the various levels have nottaken the ethnic education as the first priority - they are short-sighted in thisaspect. On the basis of relevant theories on educational management, andconsidering the actual conditions in this banner the author puts forward somethoughts concerning the optimization of the management of the ethnic education.1. Teachers renew their views on education, shifting the stress from thepreparation for entrance examination to quality education. 2. The quality ofteachers is to be improved in a planned way. 3. While giving full play to theadvantages in teaching in the Mongolian language, an overall plan should bemade concerning the bilingual education and trilingual education, speeding up thepace of training world-oriented personnel who know two or three languages. 4.Distribution of school for ethnic groups is to be rationally regulated. 5.Elementary work should be done, raising the quality of pre-school education,perfecting the system of pre-school, primary school, junior middle school andsenior middle school education, strengthening the leadership of the ethniceducation by the Party, and a long-term outlook on development being acquired.In conclusion, the paper gives a prospect of the future development by leaps andbounds of the ethnic education in Ushen Banner. |
