Research Of Olympic Safe Community And Awareness And Preparedness For Emergency At Local Level

Under the framework of the evaluation indexes for Safe Community, the thesis adopted the APELL(Awareness and Preparedness for Emergency at Local Level) ideas from the UNEP, and takes the Yayuncun community around the Olympic Village for example. It not only discusses the basic model, the operating mechanism, the construction procedure and methods about the Olympic Safe Community, but also establishes the evaluation model for important security projects and subdivision index system with local characteristic, which is very useful for the establishing and operating of Olympic Safe Community in Beijing. So the thesis is expected to meet the present needs of applying for the Safe Community certification from the WHO, the establishment of inhabitant community organization for the security of Olympic Games and the distributional system of grass roots for emergency.The difficult point in this paper is the construction of subdivision index system.
