The non-government universities in Chongqing essentially compete With each other for educational human resources. Teachers are the key to improve the educational quality and the benefit of running the non-government universities. If they want to gain a victory in the fiercely competitive education market, the non-government universities in Chongqing have to appeal to and keep teachers and impel teachers to work hard for the non-government universities. The author has applied research methods, such as document, comparison case study, interview. in the thesis and sequentially interviewed the leaders of the Personnel Departments and full-time teachers of five non-government universities in Chongqing .On the basis, the author also has made preliminary exploration of the teachers' salary system of the non-government universities in Chongqing.It is an inexorable trend of the development of the non-government universities to establish modern management system of human resources. Moreover, it is an objective demand for the development of the modern management of human resources of the non-government universities to set up an incentive salary system. The non-government universities should sufficiently take advantage of their flexible systems and inner management and establish beneficial incentive salary system for teachers. The reasonable, scientific and attractive salary system can not only effectively stimulate teachers to work with more enthusiasm and initiative, but also promote the level of teachers' satisfaction of their work and the sense of their ownership to the non-government universities. The non-government universities are the high educational institutions in the form of enterprises. The universities can efficiently consult and make use of the salary management of human resources of modern enterprises. Salary consists of outer salary and inner one. Outer salary is composed of direct salary and indirect one. The inner salary is primary to encourage and the stress of outer salary is welfares. Attention should be paid to the elements which affect teachers' salary. And the principles and procedures should be set up for teachers' incentive salary system. The teachers' salary system of the universities is composed of the outer salary system and the incentive system of the inner salary. The inner salary system is made up of teachers' work incentive, teachers' achievement incentive and excellent teachers' value incentive. The main purpose to establish salary system of the non-government university is to satisfy the need for the strategic development of the non-government universities. By overall understanding the diversity of salary's forms and combining the reality of the non-government universities, we will initially establish teachers' incentive salary system of the non-government universities to better attract, keep and impel teachers.
