As the era of knowledge—based economy comes, the role of human resources is more and more prominent and knowledge has become the core of essential factors of production. Thus the traditional monopolized situation of material resources has been changed. Especially as for universities, the value that human resources create is even greater than that material resources create. At present, due to the improper quantification of the human resources value, the university teaching staff don't get the returns they deserve, which seriously dampens their enthusiasm. This has become an obstacle to the development of universities in China and to further development and utilization of the human resources value. Reasonable measurement of the university human resources value(UHRV) can maximally stimulate the teaching staff's creativity, improve their efficiency on teaching and researching, and break the traditional "big pot" situation, which will be pratically significant to the rational flow and allocation of the teaching human resources.This thesis, based on the domestic and foreign studies of human resources value's measurement, expounds the salary incentive theory, the salary incentive mechanism of the UHRV and the connotation, premise and object of human resources value's measurement. It proposes that the UHRV is a kind of intangible assets and its value should be reasonably measured, which lays a foundation for putting the UHRV and the salary incentive mechanism into the same framework of study. By comprehensively giving a brief account and analysis of the existing domestic and foreign measurment models and considering the traits of UHRV, it points out the disadvantages of the existing measurment models. According to the complexity, creativity and high value of the teaching staff's work, from the perspective of salary incentive, it proposes that the salary incentive mechanism can bring these features into full play. It also analyzes the relations between the salary incentive mechanism and the UHRV. Moreover, according to the personnel's different sensitive degrees to salary incentive, it classifies measurements of the UHRV into four categories, each of which are given different sensitive coefficient. With the method of transforming the teaching staff's complex work into simple work, it constructs a measurement model of the UHRV from the perspective of salary incentive, which is finally applied in the paper.The results show that the existing model is not suitable for measuring the value of university human resources directly,the salary incentive mechanism and the university human resources value has the close relation,it is one of the factors that can not be ignored, case studies shows that From the perspective of salary incentive to build model can realize the university human resources value reasonably,and it is feasible feasible...
