In order to enhance the quality of teaching in mid-west regions, shorten the education gap of eastern and western regions, and achieve the balanced development of basic education, the state decided to implement the project of modern distance education in rural primary and secondary school. The project is to promote sharing of high quality education resource in rural and urban, to enhance the quality and efficiency of rural education, and strengthen teacher training, and actively introduce external high quality education resources. At the same time to provide the peasants with economic, market information and help them learn the scientific cultivation, breeding and other technologies, and further promote local socio-economic development.From 2003, the beginning of pilot demonstration project and pilot project, to the overall development of the project, in accordance with three different models equipment deployment, hardware requirements have been in place. How about the implementation of the project; how effective of the project; and whether its original purpose have been achieved or not, etc. We have to face, research and solve such questions.Along the main point of performance analysis of effective application of the rural primary and secondary schools modern distance education project information environment, the author explore effective implementation approaches of rural primary and secondary modern distance education project, in order to provide reference for the future comprehensive advancement of the national modern distance education project in rural primary and secondary. The paper is consisting of five parts.The first part: explains research background, research purposes, research meaning and research approach.The second part: defines some necessary concepts.The third part brings forward Gansu Province performance evaluation indicators of the national modern distance education project in rural primary and secondary. According to expert attitudes, we constitute evaluation indicators of project at the basis of literature analysis and investigation.The fourth part: is about the performance analysis of Gansu Province modern distance education project in rural primary and secondary. Through questionnaires of headmaster, teachers, student, the author inspects and analyzes the status of application in teacher, student, management, key-teacher of project.Part five: to improving performance—effective implementation of the strategy of modern rural primary and secondary distance education project. To aim at the gap between expectations and the status, we provide strategies and suggestion for the effective implement of national modern distance education in rural primary and secondary school.Part six: makes a brief summary of the research paper.
