The Study On The Development Indicator Of People-running School Of The Basic Education In The Rural Area

At the threshold of this century, every country in the world is facing the same task, that is, how the basic education should be reformed to meet the need of development of the society, economy and culture. Each country is seeking the breakthrough of schooling system, therefore, the traditional public school meets the unprecedented challenge, and it comes to the spotlight how to reform the schooling system. In 2003, the target of building an all-round well-off society of CPC's 16th congress makes it a strategic key to promote the development and reform of education in the countryside and to coordinate the development of the urban and regional education. In the environment of schooling system reform and the 16th congress, the basic education reform is welcoming the new opportunity. This study put as a topic the development of people-running school in the period of basic education in the countryside to forecast its level of development in order to offer reference to the policy-making of the education development, to promote the scale and development of the basic education, to increase the investment and finally to realize the target of all-round well-off society.This study mainly employs the methods of documentary, statistic analysis, international contrast and expert talks and so on. The prerequisite is the analysis of the historical process and the present situation and the foundation is the sensus of the school age and makes a forecast of the development index of the schools. Referring to the development strategy of the 16th congress and education department, and the outcomes of the experts both home and abroad, we set up the development indicators.This study analyzes the unbalanced development of the basic education through two aspects of the schooling scale and education expense. On the basis of the experts'relevant policy and developing plans, and their advice, I make a prediction of the development indicator of the people-running school in the period of basic education. And the outcome of the study is the construction of the index and the prediction of the indicator. The first level of indicator includes two fields, which is the schooling scale and education expense. The second is the proportion of schools, the students and the financial education expense in proportion to the people-running schooling expense, and what's more, the schooling period is divided into 4, namely, primary school, junior school, high school and vocational school. On the basis of the index and prediction, I put forward the government's favorable policy of encouraging the development of the people-running schools and the transformation of those weak ones, the coalition of the urban and rural schools, establishing cooperation region and the multi-management of the schools by the enterprises and education department.
