This article makes a research for the situation of USGED and by placing the USGEDquestion in the whole microenvironment ---our country economic and social developments,it discusses university student's employment situations and the practical significance ofsolving the USGED question. At the same time it analyzes the restriction employmentdifficulty and use abroad for reference. Finally it puts forward the measure and thesuggestion.The goal lies in the correction for society's misunderstanding and misleadinguniversity student employment question and enhances the correct understanding to theuniversity student employment in order to promote the university student to get employedand then reduces the national education resources' huge waste as well as theunemployment burden and pain and the unstable factor which the university student andhis family create to the society, in order to maintain the society stability and unity and thedevelopment.This article is composed of four parts:The first part: Considering 2000 year as a dividing line, through the brief review ofthe employed situation before and the employed situation analysis after, it expounds thatthe university student finds a job is increasingly stern and proposes that USGED becomesthe serious social problem. Through the analyses of the university student low levelpossessive amount to the present our country population and the particularity which theemployed question has, it elaborates that solving the employed problem of universitystudent will have the huge practical significance, whether it is at present or in the future.The second part: Our country's economy level of development restricts the totalemployment quantity and the structure, from which it elaborates the economy level ofdevelopment influences the university student employment;The university student gets theorientation deviation of the employment, and his own quality flaw has causes dislocation tothe social demands;the employer cannot correctly play the main body role in theemployment that influences the university student;the talented person distributescharacteristically between our country extant area and the industry, from which it hasanalyzes the unbalanced effect to the university student;From the different our country'ssystem and regularity and the impeded job information circulation channel, it analyzes thehindrance function to the university student.The third part: Considering the developed country's employment system, themechanism, the complete university student career guidance system, the developingnation's university students seeking and the government promoting, it elaborates withemphasis the policy, the system and the experience which some countries have onpromoting the university student to get employed and hopes to promote our universitystudent employment by communicating and obtaining the overseas university student'smodel experience.The fourth part: It elaborates comprehensively the countermeasure and the suggestionto the USGED. Solving the difficult question is supposed to begin from four aspects,namely the government, the institutions of higher learning, the employer and the universitystudent. We should make them cooperate organically and work hard to establish an impetussystem. The leading role is the government in solving the USGED question.
