As man has entered the 21st century, education plays a more and more decisive role in the competition of overall national strength. Teacher education will produce a lot of talented people. The new-era teacher education in Shandong Province need improve its own quality and level in every respect to exalt the educational strength in Shandong Province. We are expected to analyze the present situation and problem not only from the global vision but also from the reality of Shandong teacher education. Then we should search for the developing strategies of the new-era teacher education, combined with its own regularity and characters. The above mentioned is practical and valuable. That's why the author chose this subject to study.Based on some theories coming from the following sciences: education, sociology, management and so on, connected with some ideas, such as lifelong education, teacher professional development, quality education and so on, the paper made a series of theoretical study, investigating study, comparative study and historical study about the developing strategies of the new-era teacher education in Shandong primary schools and secondary schools. The main views and content are as follows:The development of things can not be broken away from its background. At present, the new-era teacher education in Shandong is facing the following backgrounds: the knowledge-based social formation, the overall construction of lifelong educational system, the basic educational curriculum reform in full swing, the educational joint in the social transitional period, the national goal of the overall construction of the prosperous society and the new blueprint of making Shandong "big and strong, rich and beautiful".The new-era teacher education in Shandong primary schools and secondary schools are confronted with an overall reform period. The pre-service cultivating and post training are developing continuously in the process of integration, which has made considerable progress and great results, while there still exist many problems and negative factors.The developing strategies of the new-era teacher education in Shandong primary schools and secondary schools should pay attention to the era background, the present situation and the problem analysis, which can offer the reality basis, causality and the premise of feasibility, simultaneously make the levels and interior logical relationship of strategies clear;The general goal of the new-era teacher education in Shandong primary schools and secondary schools is the point and standard of its developing strategies. In accordance with the following principles: appropriateness, feasibility, effectiveness, scientificness and sustainability and from these six aspects: concept changing strategy, system innovating strategy, pattern constructing strategy, management restructuring strategy, curriculum bettering strategy, qualification guaranteeing strategy, we can propose the concrete construction project.
