Research Of Village Governance In The Conflict Of In-group

There were two policies which had an essential impact on the development of Chinese countryside since the late 1970s, one was the family-contract responsibility system which inclined to the non-collectivization, and the other was villager self-government which aimed at democracy. But rearward these two reformations, market economy, democratization and political power which impelled these two reformations had a deeper impact on the direction of country development.Although both the family-contract responsibility system and the villager self-government were the systems nationally, and all villages were affected profoundly by the market economy and democratization, but China is a large country, regional differentia made country governance in different areas had different features. This article tries to analyze the country governance by observing how country in-group formed, operating, analyzing and assembling, and how the in-group interacted on the two superincumbent systems.In this article, the author gives definitions to the country in-group. The key factors which influence country in-group are geographical feature and consanguinity. According to these two factors, this article divides country-class country in-group and group-class country in-group into many types: the former was divided into more than ten types such as the type of small cognation, the type of clime dominated by small cognation, the type of Huzu, the type of clime dominated by Huzu, the type of Fangzhi, the type of clime dominated by Fangzhi, the type of lineage , the type of clime dominated by lineage , the type of factionalism , the type of regional in-group and so on;the latter was divided into more than eight types such as the type of clime dominated by small cognation , the type of Huzu, the type of clime dominated by Huzu, the type of Fangzhi, the type of clime dominated by Fangzhi, the type of factionalism, the type of regional in-group and so on, there-out this article sets up its visual angle : research country governance by analyzing country in-group.After dividing the country in-group ,the author took Aicun as an case, described vividly how country-class country in-group and group-class country in-group formed, operating, analyzing and assembling and influenced the country governance respectivelyin this village. Finally, the author put forward his views: the familiar conflict between village party secretary and village director in present Chinese villages were not the reflection of the conflict between village Party branch and village committee mostly, but the result of country in-group's tussle;in addition, this article summarized the run systems and characteristics of country-class country in-group and group-class country in-group in Aicun.
