| The beginning of the 21st century has seen the rapid development of science and technology. The world is now tiding over a critical point, where its industry-centered economy begins to develop into a knowledge-centered type, with a tremendous change in the industrial and laboring structure. A challenging demand arises for technicians and workers highly skilled and good at practicing, which makes it necessary for higher adult education to focus on the cultivation of students with good vocational qualities and great practical abilities. However, traditional college-enterprise cooperative education system often fails to turn out graduates with such talents since it tends to copy general higher education programs, just aiming at cultivating theory- or knowledge-type students. As a result, it cannot well satisfy the current requirements of factories and companies for qualified employees;neither can it render effective help in their on-service training. It is necessary to develop a new-type cooperative program system which keeps in view the specific requirements of the enterprises and strives for the improvement of the vocational abilities and qualities of the students (employees). Taking into full consideration what is urgently needed for modern China's rapid development and by drawing on the experience of developed countries in cultivating vocational abilities of adult students, the author puts forward some ideas and strategies for the construction of new-type college-enterprise cooperative courses. It's very important to set up help, development and long profit between university and enterprise. The paper consists of the following four parts:Part1.
